Which hiring documents belong on a candidate record?
Anything a future reader would need in order to understand the decision. Portfolios and work samples for design, writing and engineering roles. Signed offer paperwork. Interview scorecards and take-home submissions. Certificates where a role requires them. The test is simple: if somebody joining the search later would have to ask where a file is, it belongs on the record rather than in a folder whose name only made sense to whoever created it.
Why not just keep everything in a shared drive?
Because a drive is organised by folder and hiring is organised by person. The moment two people file the same candidate differently, retrieval becomes a search rather than a lookup, and the version somebody opens is whichever one they found first. Attaching the file to the candidate removes that ambiguity: there is one place it can be, and it is the place anybody would look. Folders remain useful for storage; they make a poor index.
