Workforce management software decides who works when, and whether the resulting schedule actually covers demand. It forecasts workload, builds rosters against skills, certifications and availability, handles swaps and open shifts, and shows coverage and labour cost before the period starts. It plans the work; attendance software records what then happened.

It decides who works when, and tells you whether that decision covers the work you expect. Four layers do the job. A forecast turns expected demand, whether that is footfall, tickets, despatches or occupancy, into a required staffing shape by day and by part of day. A roster builder fills that shape with named people, respecting skills, certifications, contracts and declared availability. A change layer handles the swaps, open shifts and absences that arrive after publication. A coverage and cost view shows what the plan commits you to and where it is thin, while there is still time to alter it. Everything visible above that, meaning manager screens, mobile shift views and alerts, sits on those four. The distinguishing feature of the category is that it works forwards: every question it answers is about a period that has not happened yet. One plans the work, the other records it. Workforce management builds the roster before the period begins: who is scheduled, on which station, against what demand, at what cost. Attendance management software captures what then happened, punch by punch, and converts it into payable time. The two are frequently sold together and just as frequently confused, but they answer different questions and fail in different ways. A scheduling failure shows up as a shift nobody can staff or a station left uncovered. An attendance failure shows up as wrong pay. Time and attendance tracking sits firmly on the recording side, and the reconciliation work it describes is exactly what a good schedule cannot save you from. Leave belongs to both worlds: an approved absence is a constraint on the roster long before it is a deduction, so leave management has to be visible to whoever builds the schedule rather than discovered afterwards.

Start from whatever your business already counts, not from headcount. Retail has transactions and footfall, support has ticket volume and handling time, logistics has despatches, healthcare has occupancy and acuity, hospitality has covers. Take the history of that measure by day and by part of day, adjust for what you already know is coming, meaning holidays, promotions, seasonal peaks, a new site or a campaign, and convert it into a required number of people with particular skills in each interval. The conversion rule is yours: how much of that measure one trained person handles in an interval. Write it down and revisit it, because it drifts quietly as processes and tooling change. A forecast nobody revisits becomes a habit that repeats last year without anyone deciding to. Keep it deliberately coarse to begin with, since a roughly right shape published on time beats a precise one that arrives after the roster had to go out.
Treat them as hard constraints the builder cannot quietly break. A shift is rarely a slot for anyone available: it usually requires a specific competence, sometimes a current certification, and often a licence or clearance that expires. Hold those against the person record with the expiry date, and stop the roster from placing someone whose certification lapses part-way through the period. Availability is the second constraint, covering contracted patterns, agreed working days, declared unavailability, approved leave and any registered study or caring commitment. Preference is the third, and it is not a constraint, but it should be visible: a roster that ignores stated preference entirely gets gamed through swaps within a fortnight. Where several people qualify for the same shift, decide the tie-break in advance and publish it, whether that is rotation, seniority, cost or fairness across the period. A tie-break settled shift by shift, by whoever happens to be building, is how favouritism accusations start.
Assume the published roster is a first draft. Three flows change it. A swap is two people exchanging shifts, and both sides should be checked against skill, certification, contracted hours and rest gaps before it is allowed rather than after it has happened. An open shift is one nobody is assigned to, offered to a qualified group who can claim it, with a stated rule deciding who wins when several claim at once. Absence at short notice is the hardest of the three, because the replacement has to be found while the shift is already starting: decide in advance who is contacted, in what order, and whether anyone is paid to be on standby. Log every one of these with the name of whoever approved it, since a schedule that drifts through informal arrangements stops matching the record. Put these actions on the phone through an employee self-service portal, or requests arrive as messages nobody can audit.
Catch both at the point the schedule is built, not when payroll runs. A roster tool should warn while a shift is being assigned that the assignment pushes someone past their contracted pattern, breaks the rest gap between two shifts, stacks consecutive days without a break, or lands on a weekly off. A warning after publication is a report; a warning during the build is a control. Fatigue deserves rules of its own beyond cost, because consecutive nights, quick turnarounds between a late finish and an early start, and long single shifts carry safety consequences in operational settings, and those are worth blocking outright rather than flagging. Working-time limits, minimum rest and break requirements, overtime treatment and any premium for unsocial hours differ by jurisdiction, by sector and by worker category, and they change. Take no number from a template: confirm the current position with a qualified employment or payroll advisor wherever you schedule people.
Every roster is a spending decision, and most are published without anyone having seen the figure. The cost of a plan is the scheduled hours priced against each person, plus whatever the pattern itself triggers: unsocial-hours premiums, allowances, agency cover and any overtime the shape makes inevitable. Show that total against the budget for the period while the roster is still editable, broken down by site, department and day, because an aggregate that only appears at month-end teaches nobody anything. The more useful comparison is not plan against budget but plan against actual once the period closes, since the gap between them is where the real problems sit: chronic overtime in one team, a station always covered by the most expensive person available, a forecast that never matched reality. Feed that comparison into HR analytics so the pattern becomes visible across periods instead of being argued about inside one.
Do not watch a clean week get built. Bring the cases that break schedulers. Ask for a split shift, where one person works two separated blocks in a single day, and check how the gap is treated and whether it counts anywhere. Ask for someone certified for one station but not the neighbouring one, and see whether the builder refuses the placement or merely mentions it. Simulate an absence phoned in as the shift is starting, and follow the replacement path end to end, including who is notified and on what device. Approve a swap that would push one of the two people into overtime, and watch whether it is blocked, flagged or silently accepted. Then change an already-published roster and check that everyone affected is actually told. Finally ask for the export the attendance and payroll management side will consume, and read the file itself rather than the dashboard above it.
