A skills matrix is a grid that maps people against the skills a team needs, recording a proficiency level in each cell. Read across a row it shows one person's capability; read down a column it shows how many people can cover a given skill, and where a team is relying on only one.
The matrix is the instrument; the gap is one of the findings it produces. A skills gap analysis states a conclusion, that a team is short on a capability it will need, but says nothing about who holds what today. The matrix is the underlying grid: named people, named skills, a proficiency level in every cell. Because it is granular, it answers questions a gap statement cannot. Which single person is the only one rated capable on a critical system. Which skills are held at a basic level across the whole team, so nobody can lead the work. Which two people could cover for each other if one resigned tomorrow. Build the matrix first; the gap analysis then falls out of it, backed by evidence rather than an impression from a leadership offsite.
Four or five levels, defined in behaviour rather than adjectives. A scale that reads novice, intermediate, advanced, expert produces inconsistent ratings because everyone interprets those words differently. A scale that reads needs supervision, works independently, handles non-standard cases, teaches others produces ratings two managers can actually agree on. Keep the number of skills small. A matrix with a hundred rows is abandoned within a quarter; twelve to twenty skills that genuinely differentiate the team's work will still be maintained a year later. Decide up front whether you are recording current demonstrated ability or ability plus willingness to use it, because those are different things and mixing them makes the grid unusable for staffing decisions.
Self-assessment inflation and no refresh trigger. People rate themselves generously on skills they used once, and modestly on skills they use daily, so an unvalidated grid drifts within months. Two controls fix most of it: have the manager or a peer confirm any rating above the independent level, and require evidence for the top band, such as a project shipped or someone trained. The second problem is cadence. A matrix updated in an annual workshop is out of date by spring. Attach updates to events that already happen: project close, certification, a new joiner's first quarter, a role change. Where the same skills feed hiring, keep the vocabulary identical to the one used in your [job descriptions](/job-descriptions) so the matrix and the requisition speak the same language.
Three, in order of value. Staffing: who can be assigned to which project this quarter without creating a single point of failure. Development: which named person moves up a band on which skill, with a specific action attached, rather than a generic training budget spread evenly. Hiring: which skills are thin enough that training cannot close them in time, which becomes the requisition. That third use is where the matrix earns its keep with recruiting, because it turns a vague request for another engineer into a specific capability brief.
